8th September

The BRICS Chief Justices Forum took place via videoconference, hosted by the Supreme Court of the Russian Federation in Moscow.

The key participants of the event were the Chief Justice of the Supreme Court of the Russian Federation V.M. Lebedev, the Chief Justice and President of the Federal Supreme Court of the Federative Republic of Brazil J.A. Dias Toffoli, the Chief Justice of the Republic of India S.A. Bobde, the Chief Justice and President of the Supreme People’s Court of the People’s Republic of China Zhou Qiang and Justice of the Constitutional Court of the Republic of South Africa Sisi Khampepe.

In his opening speech, Chief Justice Lebedev said the following: “The BRICS Chief Justices Forum aids our mutual understanding of issues of administration of justice, the strengthening of trust and cooperation, the enrichment of legal systems. Interaction among the supreme courts is becoming ever more relevant in times of global challenges, in particular those pertaining to the pandemic that has influenced the work of the court systems in our states. Today’s Forum was made possible thanks to the use of modern technologies that allow us to work remotely in these complicated sanitary and epidemiological conditions”.

During the event, an exchange of opinions regarding the current issues of improvement of administration of justice in national jurisdictions took place. The two main topics discussed by the experts were protection of interests of economic actors through measures of administrative judicial procedure and consumer rights protection in the modern economic environment.

A Joint Statement was adopted as an outcome of the Forum. The document points out the importance of development and broader use of modern digital technologies by the courts, as well as of proper and timely protection of citizens’ rights.

9th July

A meeting of the Plenary Session of the Supreme Court of the Russian Federation took place online. In particular, a Plenary Ruling on application of the Code of Administrative Judicial Procedure of the Russian Federation in a court of cassation (Russian version) and a Plenary Ruling on judicial practice in cases on illegal crossing of the state border and on crimes pertaining to illegal migration (Russian version) were adopted.


30th June

A meeting of the Plenary Session of the Supreme Court of the Russian Federation took place online. In particular, it adopted a Plenary Ruling on application of the Commercial Procedure Code of the Russian Federation in a court of appeal (Russian version) and a Plenary Ruling on application of the same Code in a court of cassation (Russian version). The Plenary Session also voted to renew the powers of Justice Victor Momotov as its Secretary.

  

23rd June

A meeting of the Plenary Session of the Supreme Court of the Russian Federation took place online. The meeting participants discussed draft plenary rulings regarding the application of the Code of Administrative Judicial Procedure of the Russian Federation in a court of cassation and regarding judicial practice in cases pertaining to illegal crossing of the State Border of the Russian Federation and illegal migration. It has been decided to further edit the draft rulings before voting to adopt them.

 

11th June

A meeting of the Plenary Session of the Supreme Court of the Russian Federation took place online.

In particular, the Session adopted plenary rulings on application of the Code of Administrative Judicial Procedure of the Russian Federation in a court of appeal (previously discussed on 19th May; Russian version), on application of norms of the Civil Code of the Russian Federation regarding termination of obligations (previously discussed on 28th May; Russian version), as well as a plenary ruling amending several previous rulings on criminal cases (Russian version).

For the first time, members of the Plenary Session used a blockchain-based online voting system to adopt their decisions.

 

4th June

A meeting of the Plenary Session of the Supreme Court of the Russian Federation took place online. Judges, representatives of state bodies and members of the academia used videoconferencing technology to discuss a draft Plenary Ruling regarding the application of norms of the Commercial Procedure Code of the Russian Federation in a court of cassation. It has been decided to further edit the draft before voting to adopt it.


28th May

A meeting of the Plenary Session of the Supreme Court of the Russian Federation took place online. A draft Plenary Ruling regarding the application of norms of the Civil Code of the Russian Federation on termination of obligations was discussed during the meeting, remotely attended by Supreme Court judges, representatives of the Office of the Prosecutor General, of the Ministry of Justice, the Federation Council, the President of Russia and the Association of Lawyers of Russia. It has been decided to further edit the draft before voting to adopt it.


19th May

For the first time in history, the Plenary Session of the Supreme Court of the Russian Federation gathered online. During the meeting that took place over a web conference, its participants discussed a draft of the Ruling “On Court Application of Norms of the Code of Administrative Judicial Procedure of the Russian Federation, Regulating Proceedings in a Court of Appeal”. 

Only the Chief Justice of the Supreme Court of the Russian Federation, Vyacheslav Lebedev, and the Secretary of the Plenary Session, Victor Momotov, were present in the courtroom, the other conference participants had remote access. In total, 89 judges of the Supreme Court of the Russian Federation registered for the session, along with 16 other participants, including representatives of the Russian President and Government, of the Prosecutor General’s Office, Ministry of Justice, Federation Council and State Duma, as well as of the academia.

Following the discussion, the draft ruling was directed for follow-up revision to the editorial commission, which will also work via video link.

This practice has become a positive trend during the current pandemic: electronic technologies are actively developing now, which allows holding urgent sessions effectively and safely. This real-time communication system will be used more often in the future.

28th January

A meeting of the Plenary Session of the Supreme Court of the Russian Federation took place.
In particular, the Session adopted a list of court conciliators – retired judges entitled to lead the procedure of judicial conciliation, introduced into Russian procedural legislation in 2019 (Russian version of the list).
